The Trust Problem We Face
There was a time when a photograph could be trusted to speak for itself. Today, that trust is fractured.
The rise of generative AI, synthetic media, and seamless visual manipulation has obliterated the once-solid foundations of visual truth. In response, the industry has rushed to patch the holes—watermarks, content credentials, detection algorithms, and AI labeling. But most solutions remain technical fixes to more profound systemic questions.
What we’re missing isn’t just a toolset. It’s a framework. A way to think clearly about what makes content trustworthy in the first place.
This is where the Content ARC comes in.
What is Content ARC?
Content ARC—Authenticity, Rights, Context—is an emerging framework for thinking about content trust across three critical dimensions:
Authenticity: Is it what it claims to be?
The foundation of content credibility. Was it captured or created by a known, verifiable source? Has it been altered? Can we trace its history? This is where tools like invisible watermarking and content credentials ( C2PA) come into play, but only if they’re implemented properly and adopted across the ecosystem.
Rights: Do you have the right to use it and say what you’re saying with it?
Legal clarity is essential. Licensing terms, usage permissions, model releases, copyright status, if these aren’t clearly defined and traceable, you’re playing with fire. Rights governance becomes even more critical as organizations train AI models, generate synthetic content, and remix assets at scale.
Context: Is it being shown, described, and used truthfully?
Even authentic, legally compliant content can become misleading when stripped of its context. An image of a protest used to illustrate a different event. A product photo repurposed in a political campaign. Contextual misuse is subtle and dangerous. Preserving context requires metadata, editorial judgment, and transparency about intent.

The Problems Content ARC Addresses
Beyond Technical Solutions
Current approaches focus heavily on the technical: can we detect deepfakes? Can we embed provenance data? These are important questions, but they’re not sufficient. Organizations need to think strategically about content trust across technical, legal, and editorial dimensions simultaneously.
The Regulatory Reality
Global regulatory momentum is building toward mandatory content authenticity and transparency requirements, creating urgency for organizations to develop systematic approaches to content trust.
European Union: The EU AI Act, which entered force in August 2024, creates mandatory requirements for content authenticity and transparency. Organizations face fines up to €35 million for non-compliance with requirements including machine-readable content marking and transparency obligations that become fully enforceable in August 2026.
United States: While no federal AI law exists, state-level activity is accelerating. California’s AI Transparency Act (effective January 2026) requires AI systems with over one million users to implement comprehensive content disclosure measures. Colorado enacted the first comprehensive U.S. AI law, which is set to become effective in June 2026. It requires disclosure of AI use to consumers and is a major part of the growing patchwork of state-level regulation.
Canada: Provincial legislation like Ontario’s Bill 194 creates public sector AI disclosure requirements.
China: New content labeling rules took effect September 1, 2025, requiring both explicit and implicit labels for AI-generated content. The Measures for Labeling AI-Generated Content mandate that service providers mark synthetic content with visible indicators and embedded metadata.
Japan: The AI Promotion Act was enacted in May 2025, establishing Japan’s first comprehensive AI law with an innovation-focused approach. Japan relies primarily on non-binding AI Guidelines for Business to promote voluntary compliance.
South Korea: The Framework Act on AI Development was passed in December 2024 and takes effect January 2026, adopting a risk-based approach for high-impact AI systems.
Singapore: Continues to rely on voluntary frameworks including the Model AI Governance Framework for Generative AI, emphasizing industry self-regulation and best practices guidance.
The Integration Challenge
Most content trust initiatives operate in silos: IT handles technical verification, Legal manages rights compliance, Marketing makes editorial decisions. Content ARC proposes an integrated approach that connects these traditionally separate domains.
How Content ARC Works with the Authenticity & Provenance Maturity Model
Content ARC builds on and extends the Authenticity & Content Provenance Maturity Model, which provides a structured approach for organizations to assess and improve their content verification capabilities. Where the traditional maturity model focuses primarily on technical authenticity and provenance tracking through five levels of organizational maturity, Content ARC adds the legal and editorial dimensions that are equally critical for comprehensive content trust.
Authenticity Dimension ↔ Provenance Maturity Framework
This dimension aligns closely with the established 5-level maturity model, tracking an organization’s technical capabilities for content verification, from Level 1 “Awareness Gap” with no verification tools, through Level 5 “Trust-First Organization” with public verification portals and industry-leading transparency standards.
Rights Dimension ↔ Legal and Compliance Integration
This extends the maturity model to include systematic rights management, licensing compliance, and supply chain governance—areas often overlooked in technically-focused frameworks but essential for organizational risk management and regulatory compliance.
Context Dimension ↔ Editorial and Governance Maturity
This introduces a new dimension focused on editorial integrity and contextual truthfulness—recognizing that technical authenticity and legal compliance aren’t sufficient if content is used misleadingly or stripped of its original context.
Integrated Assessment Approach
Rather than separate maturity assessments for each dimension, Content ARC proposes an integrated approach that recognizes the interdependencies between technical, legal, and editorial aspects of content trust—providing organizations with a more comprehensive framework for building trustworthy content ecosystems.
Why This Matters Now
AI doesn’t just create fakes; it breaks the very systems of trust we’ve always relied on. The more synthetic our world becomes, the harder it is to tell what’s real, what’s allowed, and what it all means. This isn’t a problem for tomorrow; it’s a strategic imperative today.
Meeting minimum regulatory requirements won’t be enough. Content ARC suggests that trust is infrastructure, something that requires strategic investment and systematic management. Fragmented solutions, a broken system, and mounting compliance pressures all point to the need for an integrated approach.
